Have 4-5 allied AIs starting a long way away on a large land map, on emperor level (you can slow the tech advancement to compensate, and rely on finding resource pickups to keep your own research going) with many independent cities, no settlers, few treasure sites with normal or weaker defenders, weak starting army. Too many AIs mean they compete with eachother for resources, and as soon as you beat one you start snowballing. It can actually be harder to have fewer alllied enemies than to have 7, particularly if you're not playing on the largest maps.
